Performance Mid-Year Monitoring Report

Flintshire County Council’s Corporate Resources Overview and Scrutiny Committee will be asked to note and review the mid-year update on the Council’s progress when they meet on Thursday 12 November. The report will then be presented to Cabinet on Tuesday 17 November.

Flintshire County Council Reporting Measures 2020/21 were approved by Cabinet in September 2020. These measures were re-assessed for forecasted performance due to the disruptions caused during the response phase of the pandemic.

This mid-year performance monitoring report for the 2020/21 reporting measures shows that 69% of the performance indicators have met or exceeded their targets. Where performance can be measured against last year, there has been a 64% downturn in trend, with 31% of measures improving on last year’s performance and 5% maintaining stable performance.

There are 14 (29%) indicators currently showing a red status, many, if not all of these can be explained by the interruptions faced during the Covid-19 situation.

Despite this, there teams have adapted and continued to provide essential services through the emergency situation, including:

  • Our communities for work and communities for work plus programmes have adapted to a more digital online/telephone service. This way, the teams have helped support our mentoring scheme participants with 31 individuals accessing further training and employment opportunities.
  • Although work continued on improvements to our housing stock, the work was restricted and delayed. Progress is now gathering some momentum and the team continues to progress with the Welsh Housing Quality Standard improvements and is prioritising works and properties accordingly.
  • New claims for housing benefit and council tax reduction have all been met on time, despite the increased volume of claims.
  • The Council’s progress on the revision of Local Transport Arrangements continues and, following easing of the initial travel restrictions, patronage levels are in the process of recovery and we can now recommence the review.
  • Percentage of waste reused, recycled or composted is on target.
  • Total number of energy efficiency measures delivered to reduce fuel poverty is significantly above target.
  • Despite a 30% increase in calls to Housing and Streetscene services during quarter two (compared to quarter one), the Contact Centre answered 95% of all Housing and Streetscene calls offered to the team in the first half of 2020-21.

Flintshire County Council’s Cabinet Member for Corporate Management and Assets, Councillor Billy Mullin, said:
