Annual Performance Report

Flintshire County Council’s Cabinet will be asked to endorse the 2019/20 Annual Performance Report when it meets on Tuesday 20 October.
It will then go for approval before a full Council meeting the same day.
The report reflects the overall good progress that has been made against priorities set out in the Council Plan 2019-20 and summarises the achievements of the organisation. Flintshire continues to be a well-run and high performing council. Our consistently good performance has been recognised locally and nationally.
Performance against the Council Plan measures was positive with 88% of agreed key activities making good progress and 91% likely to achieve the desired outcome. In addition, 78% of the performance indicators met or exceeded target for the year, whilst 59% showed improvement or maintained performance.
Risks are also being successfully managed with the majority being assessed as moderate (66%) or minor/insignificant (19%); 15% of risks showed a high risk status at year-end, mostly due to lack of financial resourcing.
Some of the successes are set out below:
- 3385 children accessed the Childcare offer between April 2019 and March 2020
- 116 Council homes have been completed through the Strategic Housing and Regeneration Programme (SHARP)
- 94 participants assisted into employment through the Communities for Work Plus (CFW+) service
- 42 business support sessions were delivered to support Social Enterprises
- Completed construction of school projects in Penyffordd and Connah’s Quay High School
- 72% of young people aged 16 – 18 in the youth justice system offered education, training or employment
- 82.1% average recycling rate across all HRC sites
- Flintshire are achieving waste management targets in advance of statutory timescales
- Parc Adfer began accepting regional and local non-recyclable waste
- 98.1% of food establishments have met food hygiene standards
- The Holywell community Hub refurbishment is now complete
Flintshire County Council Chief Executive, Colin Everett, said:
"The Council continues to make good progress in areas highlighted as priorities. Despite ever increasing, intense funding pressures, Flintshire has been creative and successful in achieving its aims for another year.”
The Leader of Flintshire County Council, Councillor Ian Roberts, said:
“The Council has once again proved to be a high performing organisation, setting targets and meeting the priorities stated in the Council Plan.”
The Report must be published by 31 October and at County Council on 20 October, councillors will be asked to adopt the report for publishing.
