Local Development Plan update

The Council’s Cabinet is to be asked to note the continuing positive progress being made on the Local Development Plan (LDP) and also to agree the amended timetable when it meets on 16 June.

The deposit LDP consultation ended on 11 November 2019 and since then, officers have been working to process, summarise and respond to the representations received.  They are making very good progress in responding to representations and are ‘on track’ in relation to the current LDP Delivery Agreement (DA) timetable approved by the Welsh Government, despite issues arising from the present Covid 19 situation. 

Following positive discussions with Welsh Government and the Planning Inspectorate, it has been provisionally agreed that the Plan can continue to progress with as minimal a delay to the present timetable as possible, resulting in submission of the Plan for Examination moving from June to October this year, and the formal examination of the Plan moving from September to January 2021. 

The Council is currently looking at alternative ways of publishing the complete list of representations received to the Deposit Plan, given that it will not be practical or possible to make them physically available at many of the public venues usually used. This is likely to focus on making them available digitally and online and the Council will identify and communicate the ways these can be accessed and viewed. 

Flintshire County Council’s Cabinet Member for Planning and Public Protection, Councillor Chris Bithell, said:

“The Council recognises the importance of being able to maintain progress on this important strategy and to be able to update the public on progress. Work is underway to update the timetable and make this and the list of representations publicly available. In addition, a provisional date of 29 September has been identified for the Council’s consideration of the Plan. Submission of the Plan for Examination will be organised and timed to follow this closely in October 2020. This would then trigger formal appointment of an Inspector and preparations for an examination in late January 2021.”
