Social Services Annual Report

Flintshire County Council’s Cabinet reviewed a draft report on the performance of Social Services.

This is the third year of a new format for the Social Services Annual Report which is prepared under the requirements of the Social Services and Well-being (Wales) Act 2014 and the Regulation and Inspection of Social Care (Wales) Act 2016 (RISCA).

During 2018/19 we have been streamlining services and achieving the best outcomes within the budget constraints. Processes and service delivery methods have been reviewed to ensure they are as efficient and effective as possible, whilst continuing to deliver good quality outcomes and support to the people of Flintshire. An example of this is the award winning progress for providers programme improving person centred care and quality of care services in Flintshire.

The Council has much to celebrate in the work being done to promote and improve the wellbeing of people in the County, including:

  • Winning a prestigious Social Care Wales Accolade for our work in improving quality of life for older people living in care homes.
  • Being awarded for ‘excellent outcomes for people of all ages by investing in the training and development of staff’.
  • Being involved in the development of the North Wales Safeguarding Board’s self-neglect protocol, which was highly commended at the accolades ceremony in Cardiff.
  • Receiving an award for our Early Help Hub from North Wales Police Problem Orientated Partnerships (POP).
  • Being recognised by the Older People’s Commissioner for creating the first age-friendly community in North Wales in Leeswood and Pontblyddyn.
  • Introducing the Community Support Initiative for people living with disabilities, a flagship new service that demonstrates our focus on prevention and early intervention.
  • Launching the North Wales Integrated Autism Service.
  • Llys Raddington Extra Care Scheme opened its doors in Flint.
  • Plans for the development of a further scheme in Holywell, to be named Plas Yr Ywen, are underway.
  • Investment of a new 32-bed residential facility adjacent to Marleyfield House residential care home for older people in Buckley.
  • Investment in Hwb Cyfle, a new day centre in Queensferry for people with learning disabilities.

Neil Ayling, Chief Officer, Social Services, said:

“This comprehensive report lays out a positive position for social services in Flintshire and demonstrates that despite pressures on services, our staff continue to provide excellent services to support the most vulnerable residents in the county. The report also sets out a full programme of service improvement in both adult and children’s services, to respond to future needs and ensure our services maintain their positive reputation.”

Flintshire’s Cabinet Member for Social Serives, Councillor Christine Jones, said:

“This is an excellent report and a fair assessment of our performance as a service last year. It is pleasing to see the good work that has been carried out across the board.  However, we are not complacent, and we will continue to seek ways to improve, particularly during such challenging economic times which also show increasing demands on our services.”
