Outcomes of the reassessment of local roads in Buckley and surrounding areas

In the lead up to the introduction of Welsh Government’s new legislation for 20mph speed limits, eight communities across Wales were selected for the first phase of the national programme.

As part of this Phase One Settlement Scheme, 20mph speed restrictions were introduced in Buckley, Mynydd Isa, New Brighton, Drury, Burntwood, Bryn y Baal and Alltami on 28 February 2022.

Generally in favour of 20mph on residential estates and around schools, local people expressed concern about its introduction on main roads and streets (key arterial routes).

Aware of these concerns, discussions between Flintshire County Council and Welsh Government have been ongoing over the last 12 months and the Council has been gathering the views of local residents to help inform a review and understand concerns about specific roads.  As a result of this feedback Flintshire County Council has reassessed a number of roads in Buckley and its surrounding areas.

Using the exception criteria published by the Welsh Government in November 2022, ten local roads have been identified as containing stretches which meet the exceptions to 20mph speed limit restrictions or require a further assessment outside of the 20mph change in legislation process. These roads will now be subject to a statutory consultation period scheduled for July, pending the outcome of which, reassessed limits will be introduced in November.

A full list of the roads identified and the location of the exceptions, can be found on the Council’s website www.flintshire.gov.uk/20Buckley along with a summary of the feedback received from local residents through the household survey and information sessions.   Copies of the outcomes can also be viewed at the Connects Centre in Buckley.

Councillor Dave Hughes, Cabinet Member for Streetscene and Transportation said:

“The lessons learned by the Council during this Phase One Settlement Programme will now be incorporated into our planning for the national roll out of 20mph on 17 September 2023.

”The feedback collected and the outcomes of the Council’s reassessment of local roads has also been shared with the Welsh Government.”
