Recycling your metals, plastics and cartons - an update on our recent trial

Many thanks to those of you that took part in our recent 12-week trial, which aimed to find out if residents and our collection crews found a new red bag more user-friendly than the current grey bag, to recycle their metals, plastics and cartons.

This trial ended on Friday 14 February 2025.

What should I do now?

If you took part in the trial, please go back to using only your existing grey bag to present your metals, plastics and cartons on your usual collection day. 

This includes your:

  • metal cans, tins, aerosols & foil,
  • plastic bottles, pots, tubs & trays, and
  • food & drink cartons such as Tetra Pak.

Please hold onto your new red bag until we evaluate the trial and confirm which bag to use in the future. 

If we switch to the new bag, and provide these to all homes across the county, we’ll write to tell you from when you should start using it again, and what you should do with the bag you no longer need.

What happens next?

Between Saturday 1 February and Friday 14 February 2025, we carried out a post-trial survey with residents and gained feedback from our collection crews, to find out if they found the new red bag more user-friendly than the current grey bag.

We’ll work with specialists to analyse the insights and consider the recommendations and next steps in making it as easy as possible for residents to recycle as much of their waste from home.

Terms and Conditions for the ‘Flintshire CC recycling container trial’ promotion (‘the Promotion’): 

  1. The Promoter of the Promotion is WRAP, whose registered office is Second Floor, Blenheim Court, 19 George Street, Banbury, Oxon, OX16 5BH. 
  2. This free prize draw competition is open to residents aged 18 or over and living in a home that was invited to take part in the 12-week ‘Trialling a new bag for recycling your metals, plastics and cartons’ trial between Monday 25 November 2024 and Friday 14 February 2025. Maximum one entry per property address. Employees of WRAP, Flintshire County Council, or their family members or anyone else connected in any way with the Promotion or helping to set up the Promotion, shall not be permitted to enter. 
  3. Entry into the Promotion shall constitute deemed acceptance of these terms and conditions so please read them carefully before entering the Promotion. 
  4. Any personal information you supply by entering the Promotion will be held and processed by the Promotor in accordance with WRAP’s Privacy Policy.
  5. The Promotion starts on Saturday 1 February 2025 at 00:01 (BST) and ends at 23:59 (BST) on Friday 14 February 2025. 
  6. Entries must be received after 00:01 (BST) on Saturday 1 February 2025 and before 23:59 (BST) on Friday 14 February 2025. Entries received outside of this time period will not be valid. 
  7. To enter you must:
    • complete the online survey promoted on Flintshire County Council's website, and
    • write your email address and postcode on the form where asked.
  8. There will be one prize winner who will be selected at random on Monday 17 February 2025 by WRAP from all valid entries. The prize that will be awarded to the winner is a £50 One4all Gift Card.
  9. The winner will be contacted by 16:00 on Wednesday 19 February 2025 via the email address provided by entrants on their submitted survey form. 
  10. The winner must provide the Promoter with proof of identity and proof of their home address to establish eligibility before being confirmed as a winner and before delivery of their prize is arranged. This can include a UK driving licence, a recent utility bill (e.g., gas, water, electricity), a recent Council Tax bill, or a valid tenancy agreement.
  11. If the Promoter does not receive a response from a winner within 72 hours of its first attempt at contact, if the winner rejects their prize, or the drawn entry is subsequently found to be invalid or in breach of these terms and conditions, then the prize will be forfeited and the Promoter shall be entitled to select another winner. 
  12. The prize will be delivered to the winner at their home address in Flintshire, via a secure ‘Signed For’- style postal method, such as ‘Royal Mail Signed For®'.
  13. By entering the Promotion, you give permission for WRAP and Flintshire County Council to mention your title, surname and town in any communications about the trial’s prize draw.
  14. The Promoter accepts no responsibility for any costs associated with the prize. 
  15. The Promoter reserves the right to substitute a prize of the same or higher value should the original prize become unavailable for circumstances beyond its reasonable control. The prize is non-exchangeable, non-transferable, and is not redeemable for cash or other prizes. 
  16. The Promoter reserves the right at any time, and from time to time, to modify or discontinue, temporarily or permanently, the Promotion with or without prior notice due to reasons outside its control. 
  17. The Promoter will not be liable for any failed entry attempts whatever the cause. 
  18. The Promoter accepts no responsibility for any damage, loss, liabilities, injury or disappointment incurred or suffered as a result of entering the Promotion or accepting the prize. Nothing shall exclude the liability of the Promoter for death or personal injury as a result of its negligence. 
  19. If any provision of these terms and conditions is held invalid by any law, rule, order or regulation of any government, or by the final determination of any court of a competent jurisdiction, such invalidity shall not affect the enforceability of any other provisions. 
  20. The Promoter’s decision is final, and no correspondence will be entered into.
  21. The value of the prize draw gift card has been funded to Flintshire County Council by Welsh Government; it is not paid for using residents’ Council Tax payments.

What’s happening?

Flintshire County Council residents recycle 62% of their waste, but we want to help you recycle even more.

Between Monday 25 November 2024 and Friday 14 February 2025, we’re trialling a different type of bag for residents to recycle their metals, plastics and cartons. The trial aims to find out if residents and our collection crews find the new bag more user-friendly than the current grey bag.

We’ve invited around 1,500 homes to take part in the trial. The residents we’ve approached live in a mix of housing types and areas so that we’re able to get a good and fair understanding of how different homes are affected by the new bag.

Why are you making these changes?

In a recent consultation, many residents told us the current grey bag they use to present their metals, plastics and cartons:

  • is too small to hold the number of items that residents want to present to be recycled,
  • falls over in high winds due to its light weight, height, and inability to stand upright easily, and
  • causes litter due to its lack of flap or lid to secure the contents inside. 

The new bag has a more user-friendly shape, is more heavily weighted to prevent it blowing away when windy, and has a flap lid with Velcro to secure and protect the items inside.

Several local councils in Wales already use a similar bag to the one we’re trialling, which has proved to work well.

I’ve been chosen to take part in the trial. What can I expect to receive from you and when?

In the leaflet, we’re asking you to carry out the following actions during the 12-week trial period, between Monday 25 November and Friday 14 February

  1. Use the new red bag to present your metals, plastics and cartons. This includes your:
    • metal cans, tins, aerosols & foil,
    • plastic bottles, pots, tubs & trays, and
    • food & drink cartons such as Tetra Pak,
  2. Remember to empty, rinse, and safely squash your items to make them smaller, before putting them in your bag.
  3. Close the flap and secure the Velcro fastening to prevent your recycling from escaping and to keep the items as dry as possible.
  4. Put your bag out each week alongside your food waste caddy and other recycling containers – in the same way you would usually present your grey bag – by 7am on your usual collection day.
  5. Collect your bag and other recycling containers once we’ve collected their contents.

Please feel free to write your house name or number on your new bag using a marker pen, or attach a tag, which will help you identify which bag is yours once we’ve collected its contents.

Why have you chosen this new bag?

The bag we’ve selected to use as part of the trial is currently being used by several local councils in Wales to collect recycling from residents’ homes, and it’s proved to work well.

Some of the grey bags currently used by residents hold up to 70 litres of recyclable items, whilst some hold up to 90 litres. The new bag holds up to 90 litres, which means it’ll enable many residents to put more items in it.

The bag has a flap lid with Velcro to secure and protect the items inside. It’s also more heavily weighted and therefore unlikely to blow away when windy. However, you may choose to position your new bag between your green caddy for food waste and your blue box for glass bottles and jars, on your collection day.

The bag also has a more user-friendly shape, which should make it easier for crews to lift and empty its contents into our collection vehicles.

What types of items should I put in my red bag for metals, plastics and cartons?

Please put the same types of items in your red bag for metals, plastics and cartons, as you usually put in your existing grey bag. This includes your:

  • metal cans, tins, aerosols & foil,
  • plastic bottles, pots, tubs & trays, and
  • food & drink cartons such as Tetra Pak,

Please don’t put plastic bags and wrapping in your red bag for metals, plastics and cartons.

Please remember to:

  • remove any pumps from toiletry bottles and put these in your black bin for non-recyclable waste,
  • remove any plastic film or absorbent pads and put these in your black bin for non-recyclable waste,
  • empty, rinse and safely squash items to make them smaller,
  • ensure aerosols are empty, and
  • ensure foil is clean.

What should I do with plastic bags and wrapping?

If you need to get rid of any plastic bags or wrapping, some of these items are accepted at ‘out-of-home’ recycling points at locations such as supermarkets.

Visit walesrecycles.org.uk to find your nearest facility. 

The types of items accepted may vary between different locations, therefore please follow the guidance provided by the organisation managing the recycling point. 

If you’re unable to take these items to one of these facilities and you need to dispose of these at home, please put them in your black bin for non-recyclable waste.

Please don’t put plastic bags and wrapping in your red bag for metals, plastics and cartons.

How should I store my new bag?   

You may choose to store your new bag in the same way your store your existing grey bag, whether outside, in your garden, garage, or garden shed or container, or inside your home. 

Please feel free to write your house name or number on your new bag using a marker pen, or attach a tag, which will help you identify which bag is yours once we’ve collected its contents.

What if I have more items to present than I can fit in my new bag? Can I get an extra bag?

During the trial, if you need to recycle even more metals, plastics and cartons than you can fit in your new red bag, please feel free to use your existing grey bag for these additional items.

Once the trial has ended, please go back to using only your existing grey bag to present your metals, plastics and cartons. 

Please remember to save space in your bag by safely squashing your metal, plastic and carton items where possible, to ensure they fit.

How should I sort my recycling inside the home?

I need help sorting and recycling my waste. Can you please help me?

We have a team of Recycling Officers that can:

  • give you advice and guidance about all our recycling and non-recyclable waste services, and
  • support you to maximise your recycling and minimise your non-recyclable waste.

I’m unable to put my recycling and non-recyclable waste out for you to collect. Can you please help me with this?

If you’re temporarily or permanently unable to put your recycling and non-recyclable waste out for us to collect due to you having limited mobility, and there is no one else to help you, you may contact us to apply for an ‘assisted collection’ and we’ll assess your situation.

An ‘assisted collection’ is when our crews collect your recycling and non-recyclable waste from an agreed collection point that’s convenient, easy and safe for you to access.

I currently receive an ‘assisted collection’. Will this continue?   

Yes. If you currently receive an ‘assisted collection’, we’ll continue to provide this service for you. You don’t need to register again for this service.

What should I do with bulky waste? 

If you have a household item that’s too large for you to take to your local household recycling centre, you may arrange for a bulky waste collection, which means we’ll collect this item from your home for a small fee. For information or to book a bulky waste collection, click here.

What will happen if I accidently put the wrong items in my recycling containers?

It’s important you put the correct items in the correct containers and that your recycling containers don’t contain materials that can’t be recycled. However, we recognise anyone can make a mistake.

If you realise you’ve put something in the wrong container after we’ve collected your recycling, please don’t worry – just try to remember to get it right next time. 

Why have you collected some of my recycling and non-recyclable waste, but not all of it?

Whilst we collect your recycling and non-recyclable waste on the same day, we collect them in separate vehicles, at different times between 7am and 4pm. Please don’t report any missed collections until after 4pm on your collection day, and please check our website or social media accounts for information about any disruptions to our collection services. 

And please remember, whilst we collect your recycling every week, we collect your non-recyclable waste (and garden waste, between March and December, if you subscribe to this service) every two weeks. To check your collection dates, click here.

If it’s windy, how can we stop the new bag from flying away on collection day?

Whilst the new bag is more heavily weighted and unlikely to blow away when windy, you may choose to position it between your green caddy for food waste and your blue box for glass bottles and jars, on your collection day.

Please also remember to close the flap and secure the Velcro fastening on your bag to prevent your recycling from escaping.

What should I do with my existing grey bag during the trial?

For the duration of the trial, please hold onto your existing grey bag but don’t use it unless you need to present additional recycling.

How should I present my metal, plastic and carton items to be recycled once the trial is over?

Once the trial has ended, please go back to using only your existing grey bag to present your metals, plastics and cartons. 

Please hold onto your new red bag until we evaluate the trial and confirm which bag to use in the future.
