Consultation on the Removal of Eligible Care Leavers’ Liability for Payment of Council Tax

Flintshire County Council’s Cabinet meets on 19 October when Members will be asked to support proposed changes to Council Tax regulations that will remove care leavers aged 24 or under from joint and several liability for Council Tax.
Care leavers aged 24 or under subject to Council Tax and residing in Wales are usually exempt from Council Tax since regulations were first introduced by Welsh Government in April 2019. Welsh Government are now consulting on proposals to remove the risk that a care leaver could be held liable for payment of Council Tax where another person in their household fails to pay.
The Council’s Deputy Leader and Cabinet Member for Corporate Management and Assets, Councillor Billy Mullin, said:
“I am pleased to support the proposed changes to Council Tax regulations that will remove the risk to care leavers being held liable for the payment of Council Tax in the small number of cases where another person in their household fails to pay.
The proposed changes will ensure that care leavers across Flintshire will continue to be supported through the Council Tax system as part of their transition into adulthood and independent living”.
The proposed changes are expected to be introduced in April 2022.
